Megane 2003- starting problems?

I own a 2003 1.4 Megane with around 81,000 miles on the clock, since I purchased it a year ago, on some occasions it has taken a few attempts and a good few minutes to start the car. One of the keys is not recognised unless it is pushed upwards in the card reader, both keys will not start the engine. When the 'start' button is pressed with the card in the reader, there is a wierd noise coming from the steering wheel. The steering wheel lock hasnt worked on the car since I bought it either. Is their some kind of relation? Any advice/info would be much appreciated. Thanks
