How cam i get down to 1.5 bar?

I have a volkera linea 24 combi system, at the moment the bar is on 3 to 3.5, i have tried to bleed from cold down to 1.5 but when i fire back up it back up to 3 to 3.5, what am i doing wrong.

you set the bar pressure cold to 1.5bar and then when it gets hot in use goes up to 3bar ish.when it cools down should go back down to 1.5bar
