whats wrong with my diplomat adp 8242?

this machine seems to be waiting for the water to heat up, i have 240 volts at the correct time the heater should turn on but no neutral on the other side of element. All safety switches are closed circuit but still no neutral. It fills correctly runs for a few mins then stops the water is cold in the bottom of machine. putting 240 v across element will make it hot so dont suspect that.When i checked waste output it was totally blocked, having stripped and cleaned everything it still refuses to heat on any program?
