There is a bleed tube on the bottom left behind a panel. There is a large drain and filter to the right of this tube. Move the washer outside, open both these tubes, the water will drain. Clean both these tubes and the filter. If the machine works after this, you are done.
If you still have the same error, the clog is then inside the drain hose or the pump is broken. Drain the washer outside again, remove the back panel and lay the washer on it's side.
Remove the back panel (4 screws).
Remove the screws holding the front drain plug (3 screws)
Get some slip joint pliers or channel locks and reach into the pump assembly. Slide the clamps down and remove the hoses. Water will probably drain out of them. Have towels handy!
Remove the gray drain hose from the unit and clear any clogs.
Follow the wire coming out of the pump assembly and disconnect the power supply. There is a zip tie that will need to be cut.
The pump assembly is in a plastic mount with a push button release. Find the mount and remove the full assembly.
Unscrew the pump from the assembly. Remove the outer plastic cover. The pump can be pulled apart. The top piece with the propeller is held in the pump by suction and a magnet. Pull the pump apart and clean everything. Put the pump back together, taking care to properly seat the gasket at the base of the propeller assembly. This part is quite complicated. Search for GE part 4681EA2001D to get a look at the pump.
Put it all back together, test away. After all these steps, mine stopped displaying the OE error and ran through about 5 loads properly. It is now walking along the floor during spin cycles, which I believe means it is unbalanced. I'm still working on it =)
