Agitator starts at beginning of cycle before washer is full?

Hello good people, please help: The agitator of my stack washer starts turning at the start of any... (More) Hello good people, please help: The agitator of my stack washer starts turning at the start of any wash cycle while the tub is being filled, does this on fill-up for rinse too. Known: (1) water fills the tub to the desired level, no problem stopping or starting that; (2) lid switch (open) stops the spin cycle, close starts again. However, I can open lid during the wash cycle and it does not stop the agitator movement - is this right? So essentially I have to fill using an in-between place on the "delicates cycle", once full, then turn knob to a "wash cycle" before it starts on it's own with the lid up. Once it finishes washing, drains, starts to fill for rinse, the agitator starts to move again while the water is filling up...but there's not enough water yet... water does stop on it's own, but the agitator is moving all the time.
