Mend Teac TBD Model Exactly Blue Light

How do i fix my Plasma, it a Teac model?

I am not exactly sure whats wrong with it when plugged in the blue light comes on then after a few seconds the light changes to red any idea what might be wrong with the TV? I would appreciate any imput!
