bath tub overflow does not work?

hi,my tenant sai 1st fl bathtub leaks water into the empty basement when some one showers, Plumber said the bathtub overflow broke. it needs replacement, the little sth. attach to it needs to be replace too. cost 550. Sounds a little too much to me.
