what could be the problem, on a citroen xsara?

hi today my car would not start its the x reg 2.0. hdi tried bumping no luck engine kept trying but did not fire up rang breakdown they came and found no fuel delivery also when i put ignition lights on there is no light on for the battery also put more fuel in just in case and diesel gauge drops to the bottom when turning key also engine management stays on when trying to turn key thanks ps first time any fault with car

can you hear the motor working when you pull the stalk towards you. if not its just the motor that needs replacing
