I would start from question, how it stopped?
If nothing happened, like falls etc., simply it stops, I would ask, how many years it works without maintenance?
If more than 5-7 years, the movement has to be cleaned, and probably the clock will run again.
You have to take off the pendulum, weights, please, be careful, that nothing fall.
Afterwords check the handles, if it stocks free it. Put weights and pendulum again and see if it run.
If not take handles off and take the movement off, afterwords, look inside, if it is dirty, over oiled?
Inspect carefully the wheels inside, what did you see there?
I can not recommend you to disassemble the movement it demands special equipment and skills. By the way, most clock fixers did not disassemble the movement, simple putting it to cleaning machine.
May that will be the case. Take the movement to the clock shop, call check if they have cleaning machine, clean it there and try to put back to the case, may it runs again, if nothing damaged it has to run.
