Some Neataheat models were discontinued in the early 80s and parts can be difficult/impossible to obtain now.
The motor sound you hear may be the fan - not all Neataheats have a fan - typically on a boiler the fan runs and a pressure switch detects that it's ok and then the pilot lights and when that's burning ok then the main gas valve opens and it fires up.
You may do well to call a certified boiler engineer but should start thinking about a replacement due to the age - a new boiler may cost up to £3000 with installation unless you go to British Gas in which case it will be much more.
