If you Empress has a plastic body, the thread in the adjuster hole has stripped. This is an extremly common problem, and I'm afrain it's unsolveable. There USED to be a repair kit available consisting of an insert, and a new adjuster knob, but I've not seen one for years.
You can pack under the knob to acheive the correct (non-adjustable) cutting height, but other than that, there's no cure.
