Answered questions have a blue filled radio button next to them and unanswered questions are clear.

Answered questions are not always answered - many are just responded to as in, "what are you talking about?" for instance.

Nobody forgets to put an answer in - people either don't know or can't be bothered.

When you say there is, "obviously NO answer," I'm sure you're wrong - a lawnmower with no cutting height adjustment is not worthy of being called a lawnmower.
