How can I fix my lawnmower?

My lawnmower is running rough, but I noticed it runs smoother if I tilt the handle down to the ground. Is this a carburatur problem?

Yes that what it sounds like ..when you push handle down your letting the flow of gas be disrupted ...proably just a needle and seat problem or even a mixture screw problem
