Phase 1's had a 6A 32mm fuse, but I can't find the spec on the one for the Phase 2's.
It has "T4LA 250V" on it, but that doesn't tell me much.

Depends what you mean by blackening. If you mean that there has been some burning caused by shorting out then you will need to replace both of those parts as any carbon deposit will act as a good conductor & will continue to short out & damage any new controller. A machine this old (15Yrs old) would hardly warrant spending that sort of money. Here in NZ, a new stator, new RPS sensor & a seal/bearing kit would set you back about $250. Then there is the cost of a new controller if needed. One thing you can check is inside this model controller is a small glass fuse which may of blown & changing the fuse may bring it back to life. I would suggest you change the fuse, plug in only the power lead connector & nothing else. Turn power on at wall. If fuse blows again without anything connected then it will mean you have to change the controller.
