How can I repair the windscreen jet wash on my Hyundai lantra 1.8 si (96)?

I have a '92 (N reg) Lantra with faulty washer. My garage mechanic tells me that the screen washer isn't working because of a faulty pump motor. Repair necessitates removal of front off side wheel to gain access then replace motor. However, since I have problems with my electric aerial I think the problem might be fuze or earth related. Anyone throw any light on these problems?
