Mend Hotpoint Freezer Ice

Why has my Hotpoint freezer stopped freezing at the top?

After ten years my freezer has stopped freezing at the top. It has become worse over a period of 2 weeks and now only the bottom gets cold enough for ice.
The green light is on and the red light comes on after it has just been opened. I can only find fast freeze controls and ecomony 0-1 at the top.
