What's wrong with my Bolens BL 100 trimmer?

I have a bolens bl100 trimmer. I caught it in the electrical line on my malibu lights.

Since then, it won't start. Everytime I pull on the cord, the head turns too. It doesn't sound like it is even firing.

Do I need a new clutch?
