Mend Vauxhall Astra 98

How can I fix my wiper blades on my 98' Vauxhall Astra?

When operating the front windscreen wipers on the slow speed, they get to the top and stop and when they are operated in the faster speeds, they work normally, but when switched off they park in the wrong position in the middle of the windscreen.
