do both bathrooms use the same waste pipe?
does the sink/bath in the bathroom with the clogged toiled drain ok?
if the answer to either is yes then chances are its a blockage in the u-bend of the toilet.
stick your hand down there and feel for it and pull it out.
this is commonly caused by those rim detergents falling into
the toilet and blocking it.

Nobby is likely very right but you can avoid the £20 - £30 cost of a set of rods - maybe... My inspection pit blocks every couple of months and I've tried using my rod-set but find it easier to use a length of plastic water pipe (barrier pipe) relatively cheap from a DIY store.

The exit pipe on your pit will be the one that points towards the road - if you do have a go yourself begin by pulling the paper debris into the pit with the improvised rod and then try to push the obstruction clear.

You will soon get used to the smell and you can clean up with a garden hose pipe. Allow half an hour the first time you do it and a mere 10 mins thereafter...

Good luck...

If he's too tight to pay then he won't buy a set of rods if the manhole is blocked. check the manholes see if any are blocked. You could try down toilet a strong mix of caustic soda and boiling water I've used i succefully down the toilet but manhole different kettle of fish you will need a set of drain rods and using them keep turning the rods clockwise to keep them tight or you will have ends or rods stuck up the pipe if you turn them in the 'UNSCREW' direction.
