Mountfield Empress running rich?

The mower has been running poorly in recent weeks, alternately revving up and running down and cutting out completely when under heavy load, for example long grass. I've taken out and cleaned thoroughly a very blackend sparkplug, and it now restarts and runs but is running rich. How do I adjust the mixture?
