Mend Excel Gas Pull Cord

How can I fix my power washer?

It is an Excel and it was working fine and while I was almost done with my deck, I ran out of gas, and when I put more gas in, when I went to pull the starter cord, it wouldn't pull out. I checked everything, oil, gas, let the pressure out, and it still won't pull out.
