Mend Heater Switch Blower

my interior blower is on permanantly and i can not switch it off?

how do i switch my interior heater off.the heater is on permanantly and the only way that i have found is to unplug it under the bonnet.but then i have no heaters.i have tryed replaced the switch that changes the speed but hasnt changed anything...anybody any ideas??
