my mark 6 escort steering wheel clicks and sticks?

my escort steering wheel developed a fault after it returned from an MOT?? The indicator would not cancle it self had to be done manually and the steering wheel makes a clicking sound and stick when turned. I took the plastic cover off and found a broken piece of plastic. what i see is either side of the steering wheel are to small legs legs one is broken they are attached to a doughnut sleeve that goes betwwen the steering wheel and the colum with the steering wheel due to one of the leg been broke at one side this doughnut looking thing moves. Now there is a red plastic button (looks like the rubber on top of a pencil)between and under side of steering that is the cause of the click when i hold this in the wheel turns fine and the click stop anybody got an idea on what it is and how to fix
