Mend Mountfield RV150 Lawnmower Starts Start

My Mountfield RV150 Lawnmower over-revs when it starts?

I have a Mountfield RV150 Lawnmower, and over-revs when I start it forcing me to turn it off. I've been advised this might be a govenor setting or throttle cable being pulled too much, but I'm unsure how / where to check this or fix it.

Most likely a broken govenor vane. Remove cowling/starter assembly (remove 3 bolts & fuel pipe) to check.
