de-restricting my endy power pipe?

i bought an endy power pipe off of pm tuning for my sym jet 50 and i was wondering how to de-restrict it?????

seen them on ebay i persume there is a washer tacked in the down pipe on the join if its the case it just needs knocking out and smoothing with a drimall or a round file
