Turning water supply off?

My system is ancient. The tap in the kitchen needs a new washer (I think). However, the water supply tap under the sink seems to be jammed and no other supply tap can switch off the mains water supply. Can I turn the water off outside? and how do I identify the correct place to turn it off?
