samsung p1253 washing machine not spinning /draining?

It can be due to the motor brushes. After some time they stuck, blocking the normal spinning of a rotor. Disassemble the brushes and change them (spare ones are approx. 10 EUR). Even the spinning will be better after you change them.

Take care not only to clean the debris filter, but also the hose for the used water. My machine stopped due to loads of dirt in the hose - which also seemed to have affected the pump (its more noisy now).
After cleaning/emptying the entire hose, it works again, though.

iv cleaned the filters and nothing but it wont stop beeping

I had this same problem last year - tried cleaning out both filters. Had to get an engineer out, who had to replace the pump. Cost £85.

This has now happened again - I've cleaned both filters out but it still won't sort it. So, its bye bye machine. I've finally had enough and I'm going to buy a new one (definitely a different brand).

yeah I do, I have just had same problem this morning, its your debris filter. It actually says 5e not se. The filter is at the bottom of the washing machine and needs cleaning twice a year. If you go onto the the uk samsung website and go to download support, enter p1253 in the product details and it will bring up the p1253 and p1253s. click the one you have and the manuel will come up....in the manuel is the details of how to clean your debris filter and other details that you may need in future. good luck
