Mend Singer 9217 Sewing Machine Threading Fabric

why can't i thread the bobbin on my singer 9217? ?

It seems impossible. I follow the instructions exactly and the thread won't come up. I can't wind a bobbin either, I would it by hand, and still can't get it to come to the surface. The few times I got it though by chance, when I try to sew, the machine won't stitch through the fabric. What is going on????

I have a singer 9217, I also cannot wind the bobbin, is the slide plate supposed to have a plastic window or is it supposed to be open, I have followed the instructions and have the right bobbins, but still the bobbins won't wind, is the needle supposed to go up and down while winding or is it supposed to stop, confused.
