starts fast slows to idle.... what's up?

4.5 hp B&S on push mower by Bolens starts almost every time and runs fast on primer gas, but then slows to a putt putt...has new plug, new filter and good gasoline with full oil sump...do not see an inline fuel filter...any help out there?
