Returned from work to find hot tap running, despite tap being tightened to off position.
Washers seem tight and no stop cock in the bathroom to isolate tap.
For now have turned off water to the house.
What should I do to rectify?

It sounds like the washer on your hot tap has competely disintegrated, which is why despite the tap being fully closed (i.e. all the way clockwise!) the water is still flowing. The washer may have split.
Get a plumber or if you are up to it yourself, replace the tap washer.
