water does not flush toilet in full and under the rim?

after i flush the toilet, the water does not circle the whole toilet and under the rim, therefore not washing the toilet in full. Any suggestion what led to it? thank you

Might be it's how it's made can't do anything. Although if it used to flush allround and you want try a stiff scrubbing brush and clean around under the rim as much as you can ,it may have a lime build up.
