How do I set the idle speed on a mountfield rv150?

Does anyone know how to set the idle speed on the RV150. Mine starts OK then revs to full speed and will not slow down. There seems to be a mechanism which has an adjustable screw but the mechanism just stays open and never gets near the adjustable screw.

Does the engine not slow down at all when you move the speed control to 'slow'?

This should reduce the tension on the govenor spring, and slow the engine. If it does not, and the mechanism moves freely, it's possible the govenor mechanism is faulty.
