how can i repair low dipping headlights?

Can you be a bit more exact in your question, starting with the make, model & year od car, are the low beam headlights not working? or are the headlights out of beam alignment? if it is the first have you checked the fuses? if they are OK replace the bulbs, if that fails it could be an earthing problem or a relay
