unlikely to be the starter as the battery sounds flat already, justmbecause a battery reads 12v doesnt mean its good.
get a volt meter or tester and conect it to the battery terminals check the reading it should be around 12 to 13 v then have someone yurn the key while you watch the meter if the volts drop like a stone then the battery is knacked probably a cell down.
if you get it started the volts should go up to around 14v that means the alternator is charging but if it doesnt go up try reving to 1500 rpm and check again if it still doesnt go up the alternator is not charging.
check the alternator belt before you go and buy another one make sure its nice and tight it could just need tighening.
