How can I fix a Reliable T630 Steam Cleaner that is not making steam?

I have a Reliable T630 steam cleaner that no longer makes steam. All indicators/lights operate fine but no steam is produced. The factory tech said that a fuse and/or thermo-coupler is probably the culprit but requires a torque safety 20 driver to access. I have neither the tools nor the parts to fix. How best can I get this product repaired? Is there a service shop in Las Vegas that could help me with this problem?
