Mend Ferroli MODEMA 102 Heating Lockout Thermostat

ferroli modema 102?

there is no hot water or heating when these are asked for the boiler lock out red light comes on
suspect safety stat this is shown on the drawing as a
normanally closed bi metal strip ifi put a meter across
the terminals the stat shows open could this be the
problem
