you say 'wind' but I assume it's electric and therefore there is a motor not working. The motor will be protected by a fuse and this may have blown particularly if you tried to open it if it was frozen shut. Find the fuse and check that first. You'll need a manual or handbook to identify which fuse it is. Good luck.
