wants to start but does not it just sputters and has new plug and is gap at 28 .

you have restricted fuel somewhere
1,Make sure you have fuel going to carburetor check fuel lines etc
2,if so remove carburetor and and have it cleaned
3,check air pipes, seals/air filters
