What makes the washer not spin?

It is a Sears Kenmore top loading washer, model 100.92389200. It washes, agitates, and drains, but doesn't spin properly. It will either spin really slowly, or not at all. There is a belt underneath that was apparently wrapped around the drum base, but it is broken.
