Mend Faulty Repair Water

faulty pressure flush?

The pressure toilet flush is sited in the top of the cistern, but it is depressed about half way down and stuck in that position. It is not running water, I just throw a bucket of water down to flush.
Any advice how to rectify? I've tried pressing it & tried to poke it up with a sharp object.......any advice gratefully recieved, kind regards
