our hot water is working but our heating is not?

we have a optima ferroli combi boiler . the hot water is working fine but the heating is not working at all . the only time it heats the radiators is when it gets so cold its near freezeing it heats all the radiators then goes off again. i have bled - emptied and refilled the system - turned the power off and back on all to no effect. is the solution a new boiler or can it be fixed ?
