electrical problem with a renault megane deisel 2004?

Plug a air pump into the cigar lighter, and it had bare wires touching so it shorted out, had a look at the fuse's with in the car and they are all ok had a look at the ones under the bonnet and they same ok as well, the washer motor that sparys the windscreen has stopped working and the radio will not come on when i turn the car on like it did before this happened, can anybody help
