Heater ineffective-Electric window problem?

I have just bought a Renault Scenic 1998 for a good price.
Pleased with the car but two problems.
The heater is only blowing warm(ish) air on full blast although I have blown the hoses out with water. is it the matrix? and is this an expensive job by a local mechanic as I would not like to attempt it myself?
2/ The drivers elec window will not rise or fall although you can hear the motor running. Is this easy for me to do (remove trim and investigate) as I think it is either a broken cable/ or a part has fallen out of place????
