My father was a horologist and he moves the small hand to match the chime of the hour. And the minute hand to the correct minute. If you need to turn the minute hand to get the correct chime for each quarter, then you need to move the long hand slowly. But I would recommend the website above because you can't beat visual illustrations.

Hi. Depending on it's age, the hands will be held with a tapered pin with a washer or a round 'nut' .

If the minutes are out, remove the pin or nut and washer and lift the minute hand off and replace it in the correct position. (It should be on a square shaft.)

For the hour, simply move the hour hand carefully with a finger to the correct hour. If it won't move reasonably easily (don't force it), take the minute hand off and pull or lever the hour hand off without damaging it or the dial. Then put both hands back in their correct positions and replace the pin and washer or nut , making sure they don't foul each other or the glass
