In the facelifted up to 2000 model, the answer is no. You have to take out the headlamp unit. Remove the front grille, (two screws, one either side attaching it to the headlamps), and remove two screws holding the lamp in place at the top and the front. There is a screw holding the lamp at the rear as well; loosening this should prove adequate.
You may then need to "juggle" the lamp out of its bay, and it may well snag on the top of the bumper. You can then remove the spring clip from the back cover of the lamp and replace it.
Beware though. My Ford owners handbook specified H1 bulbs for both dips and beams. Actually it should be an H7. If you look in a Haynes manual (you wouldn't be reading this though if you did) they specify an H7LL. H7 is fine though, and that's what Ford specify on the back of the LAMP for the dip. It works! I've just done one.
