no, what you describe is a washing machine draw-off tap.( and they are absolute cr*p, by the way!!) the only way to solve your problem is to turn off water to house, and fit a new cistern ballvalve. and fit a ball-fix isolation valve into the pipework to the cistern at the same time. It isnt really the hardest job in the world, but without the correct gear to cut the pipework and get correctly sealed joints, you could flood the place in no time. its best to pay a registered plumber to do it. costs vary, but expect around £50.
