Mend Prada Phone Ebay Unlocked

No Network Coverage?

I brought a New Prada phone off of ebay from China and they said that it will be completely unlocked and open to all sim cards. I put my sim card in the phone and it says NO NETWORK COVERAGE. Can you please explain what could be the problem and how could I fix it?
