How do I get the bobbin to rewind in a Singer 625 machine?

My needle does not pick up the thread in a previously wound bobbin and bring it up through the throat plate. Also when I try to wind a fresh bobbin the bobbin doesn't rotate and the tread does not catch and begin to wind. What could I be doing wrong? This is a Deluxe zig-zag Model 625 Singer.

Hello Yo,
Either the machine is out of time or the gear is broken, if you e-mail me I can attach timing instructions in the meantime take the bottom off the machine under the bobbin case area and look at the nylon gear to see if it broken, also take the top off the machine and look at the nylon gear directly in front of you to see if it is broken.
