how to fix EGR valve?

I have a 98 Renault Espace which has a shudder (hunting) when driving. It happens at the point when the throttle is just backed off from giving power and doesn't seem to occur at full throttle. I have been told by a Renault service Tech that it is the EGR valve, can this be cleaned by using carb cleaner sprayed into the valve in situ or does the valve need to be removed to clean it?
