Anybody got any tips for freeing a stuck stop tap?

The stop tap under my sink is stuck and I don't believe I've actually turned it since the house was new around 12 years ago.

Anybody any ideas on how to free it without doing any damage and flooding the house?

The valve will be in the open position so the thing that is jamming it is the compression gland around the shaft and the fact that the valve has been nipped in the open position .
First back off the gland nut to take the pressure off the gland.If it leaks a little--all the better. Use one wrench to take a firm hold of the valve body whilst using another wrench to turn the valve clockwise.
If you are working in a very confined space, it may be better if you turn off the stop tap outside your property first-just to be on the safe side.
Once you have got it to turn you can then 'play' with it until it is fully worked loose THEN you can retighten the gland nut just sufficiently to stop the gland drip
